Community Donations Program
The Municipality of Centre Hastings values the important role that community organizations and volunteer groups play in enhancing local programs, services, events, and overall quality of life for residents and visitors.
The Community Donations Program provides one-time, modest financial or in-kind support to eligible community organizations in a fair, consistent, and transparent way, while ensuring responsible use of limited municipal resources.
What Can the Program Support?
Funding or in-kind assistance may be provided for:

One-time start-up funding for a new community event or festival
-
Support for an existing community event or festival
-
Partnerships between the Municipality and community organizations
-
Maintenance or operation of privately owned facilities or structures that benefit the broader community
-
Support required to meet federal or provincial grant application requirements
-
The Municipality allocates $10,000 annually for community donations.

Support may be provided as:
-
Cash donations (financial grants), and/or
-
In-kind contributions, such as:
-
Facility rental or permit fee waivers
-
Use of municipal equipment
-
Limited staff support
-

Once annual funds are fully allocated, no further applications will be approved for that year.
Who Can Apply?
To be eligible, applicants must:

Be a local non-profit organization, community group, or volunteer organization
-
Operate within the Municipality of Centre Hastings, or deliver services or events at a Municipality-owned or operated facility
-
Demonstrate a clear benefit to the broader community
-
Be in good standing with the Municipality (no outstanding debts or infractions)
-
Submit a complete application by the deadline
The following are not eligible for funding:

Individuals
-
Registered charitable organizations
-
For-profit businesses
-
Political or religious organizations
-
Organizations with discriminatory policies or practices
Eligible and Ineligible Expenses
Donations may support:

Community events, festivals, and celebrations
-
Programs promoting social well-being, health, recreation, culture, or environmental sustainability
-
Small equipment directly related to program or service delivery
-
Facility rental or permit fee waivers for municipal spaces
Donations may not be used for:
-
Core operating expenses (e.g., salaries, rent, utilities)
-
Private events not open to the public
-
Debt repayment or deficit reduction
-
Political or religious activities
-
Activities that conflict with Municipal policies or are discriminatory in nature
Funding Limits and Decisions

The maximum donation per organization is generally $2,000 per calendar year, unless otherwise approved by Council during budget deliberations.

Requests may be approved in full or in part, depending on available funds and application merit.

Council reserves the right to adjust allocations to ensure fair distribution across community initiatives.
-
Submission of an application does not guarantee approval.
-
Council retains final authority over all funding and in-kind contribution decisions.
Requests from ineligible organizations will not be scheduled as deputations to Council or Committee meetings.
Applicants must disclose any real, potential, or perceived conflicts of interest, including personal, financial, or family relationships with Members of Council or Municipal staff.

Members of Council will not participate in decisions where a conflict exists.

Failure to disclose a conflict may result in denial of funding and affect future eligibility.
Reporting and Acknowledgement
Successful applicants must:

Publicly acknowledge the Municipality’s support in promotional materials and at funded events
-
Return any unused funds or report significant changes to the project
-
Submit a final report within 60 days of event or project completion, including:
-
How funds or in-kind support were used
-
Attendance or participation numbers (if applicable)
-
Community outcomes and benefits
-
Confirmation of municipal acknowledgement
-
Failure to meet reporting requirements may impact future funding eligibility.
Application Process
Requests must be submitted online:

At least 90 days before the event or project, and
-
No more than 210 days in advance
-

All applications and supporting materials are included on a public Council agenda
-
Additional information or clarification may be requested
Request Community Donations Policy
Please ensure you have reviewed the Municipality of Centre Hastings Request for Community Donations Policy 2025-11-19. We want all community groups, non-profit organizations, and organizations to be aware of this newly adopted policy.
